Preheat oven to 350°F (175°C) and grease a 9x13 inch baking dish.
In a large skillet over medium-high heat, brown the ground beef until fully cooked, then drain excess fat.
Add the sliced bell peppers and onions to the skillet and sauté for 5-7 minutes until vegetables are tender.
Stir in the minced garlic, salt, black pepper, and Worcestershire sauce; cook for 1 minute.
Add the softened cream cheese to the skillet, stirring until it is completely melted and incorporated into the meat and vegetable mixture.
Transfer the mixture to the prepared baking dish and spread evenly.
Lay the provolone cheese slices over the top of the mixture.
Bake for 15 to 20 minutes until the cheese is melted and begins to brown slightly.
Remove from oven and let rest for 5 minutes before serving.
