Preheat oven to 350°F (175°C) and grease a 9x13 inch baking dish.
In a large skillet over medium-high heat, brown the ground beef until no longer pink, breaking it into small crumbles.
Add the diced onion and bell pepper to the skillet and cook for 5 minutes until softened.
Stir in the minced garlic and cook for 1 minute until fragrant; drain excess fat from the skillet.
In a large mixing bowl, combine the beef mixture, cooked rice, condensed soup, milk, 1.5 cups of shredded cheddar cheese, salt, pepper, and paprika.
Transfer the mixture to the prepared baking dish and spread evenly.
Top with the remaining 0.5 cup of shredded cheddar cheese.
Bake for 25 to 30 minutes until the cheese is melted and the edges are bubbling.
Remove from oven and let stand for 5 minutes before serving.
