Preheat oven to 375 degrees Fahrenheit (190 degrees Celsius) and grease a 9x13 inch baking dish.
In a large skillet over medium heat, brown the ground beef and onion until the beef is fully cooked and onions are translucent. Stir in minced garlic and cook for 1 minute before draining excess grease.
In a medium saucepan, melt butter over medium heat. Whisk in flour and cook for 60 seconds to form a roux.
Slowly whisk in milk and continue stirring until the sauce thickens and reaches a light simmer.
Remove the sauce from heat and stir in 1.5 cups of cheddar cheese, salt, pepper, and paprika until the cheese is completely melted.
Arrange half of the potato slices in an even layer at the bottom of the prepared baking dish.
Spread the cooked beef and onion mixture over the first layer of potatoes.
Place the remaining potato slices over the beef layer.
Pour the cheese sauce evenly over the entire casserole.
Cover the dish tightly with aluminum foil and bake for 45 minutes.
Remove the foil, sprinkle the remaining 0.5 cup of cheese on top, and bake for another 15 minutes until potatoes are soft and the top is golden brown.
